BigMoneyOutVA is a non-partisan group which champions good governance and transparency in Virginia, while promoting increased public discourse between citizens of the Commonwealth and their legislators. We are dedicated to getting big money out of politics through campaign finance reform so as to increase the legitimacy and integrity of government and to enable our elected officials to better reflect the interests and will of all citizens of the Commonwealth.
As an all-volunteer led group, we are concerned that Virginia, as only one of only five states with no limits on campaign contributions, has earned the reputation as a “pay-to-play” state where the influence of special interests has historically held sway over our public policies more than voters’ priorities. As a consequence, Virginia ranks 46 out of 50 in the Coalition for Integrity's S.W.A.M.P. Index, which ranks states based on transparency and accountability to voters. We're working to change that through advocating for common sense campaign finance legislation, such as campaign limits, improved disclosure, restrictions on personal use of campaign funds, public financing of elections and ethics reform.
We also work on the national level to promote an amendment to the U.S. Constitution allowing Congress and the states to regulate election spending. This action is needed to permanently reverse the damaging effects of forty years of Supreme Court rulings, including the 2010 Citizens United v. the FEC ruling, that equated money with free speech and that unleashed a torrent of money into our country's elections.

Nancy Morgan
Nancy Morgan, coordinator of the BigMoneyOutVA group, advocates for campaign finance reform, which includes passing a U.S. constitutional amendment to allow states and Congress to regulate election spending and getting Virginia, one of only 5 states with no limitations on campaign finance, to finally enact campaign finance legislation. Her background, 20 years as an economist working for the United Nations on governance and food security issues, 10 years with USDA working on policy, and 7 years in the U.S. Peace Corps in Africa, has promoted a commitment to good governance and “getting money out of politics”. She lives in Alexandria with her two cats.

Jessica Mott
Jessica Mott has been an active member of BigMoneyOutVA since 2020. She lives in Arlington VA. She is also a member of the executive committee of a local grassroots organization, We of Action (WofA), and active in Langley Hill Friends Meeting (Quaker). Prior to retirement, she worked for over 3 decades for the World Bank, mostly as a team leader on natural resources management and land tenure projects. Most of those projects included efforts to improve good governance.

Bill Millhouser
Bill has been a member of BigMoneyOutVA since 2020. He worked for 28 years at the National Oceanic and Atmospheric Administration on ocean and coastal resource management issues. Over the last twenty years he has actively worked as a pro-democracy volunteer to ensure that citizens can exercise their right to vote through voter registration, voter information, and get out the vote programs. Bill also worked as volunteer from 2017-2020 to promote redistricting reform in Virginia. He lives in the Falls Church area of Fairfax County VA, with his wife and a feisty cat!

Patti Morrissey
Patti Morrissey is a career national security expert who recently retired from government to start her own company, Global Foresight Strategies (www.globalforesightstrategies.com). Patti has 36 years of experience in government and politics, including working on Capitol Hill and running twice for the Virginia House of Delegates, which has made her a passionate advocate for campaign finance reform. She lives in Sterling, VA with her husband and two adorable pups, still trying to accept that her two daughters and three stepsons have all grown up and left the nest in the past decade.

Jackie Rivas
Jackie Rivas has been advocating for good governance and campaign finance reform for a long time. She volunteered with the League of Women Voters of Arlington to bring fair voting maps to Virginia as well as to register voters. She is a climate champion and sees campaign cash as a stumbling block to getting Virginia off of fossil fuels. Jackie worked for 35 years as an analyst at the Securities and Exchange Commission, primarily seeking good disclosure from investment management firms and advisors. She lives in Arlington with her two cats, Malbec and Houdini.
